Can I Get an EIN Without a SSN? A Guide for Founders

Can I get an EIN without a SSN? Yes—an SSN is not always required. The right application method depends on the responsible party's tax identification status and the business's circumstances.
For a responsible party who has neither number and is ineligible for both an SSN and an ITIN, the IRS permits “foreign” or “N/A” on Form SS-4, line 7b. Not having a number is not, by itself, the same as being ineligible. See the IRS Form SS-4 instructions.

Can I get an EIN without a SSN or ITIN?
The distinction matters:
- You have an ITIN but no SSN: provide the appropriate existing taxpayer number. Online eligibility has additional conditions.
- You have neither and are ineligible for both: follow the foreign responsible-party instructions for line 7b.
- You have neither but may qualify for one: check your eligibility before using the exception.
Do not enter an invented number or leave line 7b empty when the instructions require an entry. IRS line 7b guidance.
Understand which number you need
An EIN identifies a business or other entity for federal tax purposes. The IRS issues it free of charge. A private provider may charge separately for assistance. IRS EIN overview.
An ITIN serves an individual's federal tax needs when that person is not eligible for an SSN. It does not provide immigration status or permission to work in the United States. Identify the correct responsible party
The responsible party is generally the individual who ultimately owns or controls the entity and its funds. A formation agent or nominee with limited authority should not be substituted for that person.
For example, do not list a friend simply because they have an SSN. Their possession of a number does not make them the responsible party. Assistance with paperwork and ownership or control of the business are different roles. IRS responsible-party rules.
Choose the right application method
The online route has taxpayer-ID and location requirements. If you cannot meet them, review the Form SS-4 fax or mail options. Telephone applications are restricted to qualifying international applicants; living overseas alone is not a reason to assume your entity qualifies. Prepare a consistent application file
Keep these details together before starting:
- Your formation documents and exact legal business name.
- The business mailing and physical-location details.
- Ownership information and the proposed responsible party's details.
- Your business activity and the reason you need an EIN.
- Any existing IRS correspondence about this entity.
Treat this as a preparation checklist, not a universal list of attachments. Read the instructions for your entity type before submitting documents.
Review before sending
Check that names, addresses and ownership details agree across your records. Resolve uncertain answers first rather than guessing just to finish the form. Keep a copy of the submitted application and any transmission receipt in your business records.
If a provider helps you, ask what their service includes, who will receive IRS correspondence and how you will receive your confirmation.
How long does an EIN take without an SSN?
There is no universal completion date. The IRS describes approximately four business days for fax applications with a return fax number and approximately four weeks for mail. It also warns that processing backlogs can cause delays. These are estimates, not a guaranteed delivery date for your application. IRS processing information.
Build time into your launch plan. Avoid promising a customer or business partner that your EIN will arrive on a particular day before it has been issued.
What to do after your EIN arrives
